Governor Announces Legislation to Enable “Trump Accounts” in Puerto Rico

Measure seeks to expand tax-advantaged savings and investment opportunities for the financial future of children in Puerto Rico

San Juan, Puerto Rico — September 4, 2026 — Governor Jenniffer González-Colón today announced, during her participation in the Annual Convention of the Puerto Rico Certified Public Accountants Association, the filing of Administration Bill 156, legislation aimed at enabling the implementation of the federal “Trump Accounts” program in Puerto Rico and expanding the savings and investment options available to support the financial future of Puerto Rico’s children and young people.

The measure aligns Puerto Rico’s public policy with the federal initiative established under the Administration of President Donald J. Trump. It seeks to establish the necessary framework for families in Puerto Rico to benefit from this savings and investment vehicle for minors, including the applicable tax advantages, in accordance with the relevant provisions of federal law.

“We want families in Puerto Rico to have access to more tools that allow them to begin building a strong financial future for their children from an early age. Through Administration Bill 156, we are seeking to enable Trump Accounts in Puerto Rico and provide our children and young people with an additional tax-advantaged savings and investment alternative,” said Governor González-Colón.

Governor González-Colón emphasized that encouraging savings from an early age provides families with additional options to plan for their children’s future while promoting a culture of responsibility and financial planning.

The announcement was made during the Annual Convention of the Puerto Rico Certified Public Accountants Association, where the Governor met with accounting professionals, merchants, and business leaders to discuss initiatives by her Administration related to Puerto Rico’s economic and fiscal development.

“We will continue advancing measures that expand economic opportunities for our people and provide future generations with better tools to build their future,” the Governor added.

“President Donald J. Trump is creating new opportunities for families to save, invest, and build capital for their children, and Puerto Rico should not be left behind. Through this legislation, we are aligning our tax system with that federal public policy and ensuring that more American families can benefit from this initiative. We want to foster a culture of savings, responsibility, and financial planning for the future from an early age,” Governor González-Colón stated.

The legislation also responds to the Administration’s commitment to strengthening the tools available to families to save and invest in their children’s future. Its statement of legislative intent highlights that encouraging savings at an early age promotes financial responsibility and self-sufficiency while providing minors with a stronger economic foundation as they reach adulthood.

The federal Trump Accounts framework was established through Section 70204 of Public Law 119-21, which added Section 530A and related provisions to the Internal Revenue Code. The program provides a framework for establishing savings and investment accounts for eligible minors, subject to the requirements established under federal law.

Gabriella Boffelli, Executive Director of the Puerto Rico Federal Affairs Administration (PRFAA), highlighted that the initiative builds on the work the office has maintained with the Trump Administration since the beginning of the year:

“Since January, PRFAA has been working closely with the Administration of President Donald J. Trump on initiatives that expand financial opportunities for Puerto Rico. As part of these efforts, on January 28, we participated in the Trump Accounts Summit, hosted by the White House and the Department of the Treasury, where we heard directly from President Trump and Secretary Scott Bessent about the potential of these accounts. That is why Governor Jenniffer González-Colón is advancing this initiative, and once it is approved and implemented, we encourage all parents whose children qualify to apply for and open a Trump Account so they can begin building a stronger financial future for their children from an early age,” Boffelli said.

The Administration’s bill further recognizes the importance of ensuring that U.S. citizens residing in Puerto Rico have access to new savings and investment tools available under federal law and seeks to harmonize Puerto Rico’s tax framework with these provisions.

“This is a common-sense measure: if there is a federal tool designed to help families begin investing in their children’s future, we should take advantage of it. We are removing local tax barriers and creating the conditions for more families to begin building economic assets from the earliest years of their children’s lives,” Governor González-Colón added.
